Because what the movie was focusing on it unconfirmed. I was more stating that these new images give a pretty good idea of what the second movie will focus on.
And while it's true Nanoha and Fate always get more official artwork than Hayate, when Hayate does get official artwork it's always been her StrikerS version, unless you backtrack a couple years...I think there was one poster of her to promote the battle of aces awhile back.
