I think the issue with that was not that Arclight received the Stigmata after consuming Solva but that they knew she had the Stigmata to begin with. If the only way to determine if someone has a Stigmata or not is to inject a lethal dose of Eden's Seed in them and see if one appears, then that probably means they were able to do it somewhere, somehow before knowing she had a Stigmata.

Also, kinda sucks that we won't get to see Solva play around with her new abilities now, unless those were just clones and the real Seto and Solva are elsewhere (Uten's invisibility?). However, if that's the case, then they're probably running around in their panties since the two that were eaten by Arclight were wearing their clothes with the damage from their battle with Kafka and Uten.

Not neccesarily if the chip was still being processed during the battle Set and Solva were in, it must have finished mid-battle and the scientist were able to search for the remaining Stigmata holders. They could have found out both had a sttigmata that way without trying to get them to draw out the mark. With Set, hers didn't appear even after being injected and didn't seem to know she had one, where Teruyama knew intinctively. Simeon should know the last holder as well now. Most likely, that's one reason Gido's there due to the possible Stigmata on his forehead.

Exactly, there wasn't enough time to clone them. Unless someone in that room had the ability to create replicas of people, its not possible. My bets on the shadow figure with Ishiyama.

meaning Arclight didn't get the last Stigmata and is still searching for it.

I wouldn't jump to conclusions. Remember the data chip has the remaining stigmata holders listed on there. I believe thats how Saten was sure both Set and Solva had one, and tossed them to Arclight. Most likely, he already knows the last one, and why Gido is there with him. Really, Simeon wouldn't go ahead with wiping out the Black Spots, unless Arclight was sure he would get the remaining stigmatas here and now. Also, I doubt he would call off the attack at this point, and leave the Black Spots around for two more years to search for the last remaining stigmata. If anything his reasoning would be "if this needless can't survive something like this it wasn't even worth my time". In summaryl, he would expect the stigmata holder to live if that were the case, but I doubt it at this point. Two of the three were revealed and were obvious in hindsight. No way we are not going to know the last soon. Imai-san wouldn't leave it hidden like that.
