Vegan controlled Federation ships. Which is going on way before he joined the pirates.
Bisidian is essentially Euba-Zalam alliance's secret privateers. Pirates funded by mobsters. Flit doesn't do purges without ironclad proof. Euba-Zalam/Bisidian go for the extra-legal route. A combination of getting thrown off the plank with Vegan feet in concrete.
