There's no doubt at all that it was pitched for young male teens/adults. Western anime fans are simply ... okay, I'll be nice ... uninformed. K-On! was designed for *males*. Luckily, the female director added touches that gave the series enough traction for cross-over appeal in Japan and overseas (e.g. dialed down the fanservice a bit and dialed up the relationships)
Ichigo Masimaro is another example -- it is a great show for women but the fact is, it was designed and sold to *males*.
