Hmm, well there's the episode where the force seems to 'weaken', doesn't seem to affect Belldandy much... so yeah, it's probably just a misunderstanding in her words.
Actually, she might have realized at that moment that binding a goddess to earth would affect the happy/unhappy status quo and cause more demons to appear or something.
