Hokkaido TV is a network affiliate of tv asahi.
On-chan is the popular mascot character of HTB (Hokkaido Television Broadcasting Co., Ltd.), adored not only in Hokkaido, but throughout Japan.
HTB produced Yumemiru, Anime "on-chan"'s predecessor, On-chan, Yume Power Daibouken! (On-chan, Dream Power Adventure!). In this earlier, original animation version, Japanese mainstream celebrity Shinohara Tomoe voiced the lead role, on-chan, while Araki Kae, perhaps best known as Yuuki Miaka in Fushigi Yuugi.

According to this
post on a BS11 anime thread at 2ch...
At the HTB (Hokkaido Broadcasting System, Co., Ltd.) Booth at the Tokyo International Anime Fair (TAF) 2009, leaflets announce that the
Yumemiru, Anime "on-chan" anime will begin airing on the free-to-air digital broadcasting satellite platform BS-11 across Japan next month:
1) 2009/04/09- : Thursdays, 24:25-, Japan Time (Fridays, 12:25am-, Japan Time)
2) 2009/04/12- : Sundays, 16:55-, Japan Time (Sundays, 4:55pm-, Japan Time)
Edit: Soon after I wrote this post, in her 2009/03/21 entry on her blog, Tanaka Rie confirmed the above broadcast schedule for Yumemiru, Anime "on-chan" on BS 11. She also announced that it will begin airing on the free-to-air digital broadcasting satellite platform BS Asahi across Japan next month:
1) 2009/04/06- : Mondays, 23:00-, Japan Time (Mondays, 11:00pm-, Japan Time)
There is no indication yet whether this nationwide broadcast in Japan of
Yumemiru, Anime "on-chan" will consist of the original 26-episode, 5-minute television anime series which aired locally on HTB in Hokkaido last year, new episodes, or both.
Tanaka Rie mentioned in her blog a few weeks ago that it has been a while since she has played the role of a young person or a young child.
Other than Kujou Hikari aka Shiny Luminous in the
Pretty Cure All Stars DX movie currently showing in theaters throughout Japan, could it be on-chan?
The popular HTB mascot on-chan made his debut back in 1997; I even saw the live version of on-chan on a Japanese language program from Japan earlier this year on local television, Channel 18 (KSCI-TV), in Southern California. The girlfriend of on-chan (who is yellow) is ok-chan (who is pink).

P.S. According to
Variety, an unnamed block of Fox programming, including
American Idol, will also begin airing on BS-11 across Japan next month.
Imagine that... on-chan and Simon Cowell together on the same TV station.
