The US went back to square one after the collapse of USSR. Just spending more money on subsidies and politicians and nothing on space exploration, so technically speaking, they are almost equals.
We would have reached Mars right now if they continued blazing ahead. But they just shut down the shuttle program and nobody gives a shit about developing a replacement.
