Exactly,Kagura behaved in the way they wished Amata would have:
-Chose Zessica's life over saving Mikono and helped her
-They fought together
-Teasing
-"You don't deserve to die over likes of Amata"
- and he basically said fuck fate.
I have devilish idea how this could been less asspull - Kagura should had some visions of Amata's life in Neo-Deava, like all his interactions with Zessica, then He could kiss her as a repay for saving Amata's life in 21, and thus saving her from Mikage's flycatcher. Kagura's sudden giving up Mikono and helping Amata later would be more reasonable.
