There is a few questions for you:
Why is he in ISA? (and I don't mean his reason for being there)

(A government would try to capture him to create more IS killing machine and go on genocide, to prevent himself from being capture he end up killing the canon cast, end of story )
What exactly kind of story are you planning?

I'm not gonna make a story. I just made the character because I was bored. I'm not a writer -_-
Also you need to remember, even though IS is a sport in this universe, it is more then probable that it is being used illegally. He skips most of the classes, and seen mostly with Chifuyu or Tabane, as they are the only ones who understand his situation. He is attempting to get back to his original universe, with the help of Tabane who Chifuyu reccomends despite him against it. It goes nowhere due opposite personalities.
He is in the ISA because he is attempting to prevent interference in this world, and ISA is basically a place where he can stay without having to kill people on a daily basis.
If I decided to continue the story, I'd say probably make it psychological/redemption. It would be the character development, and how he regains his trust in humanity as a whole, and whether he really wants to return to his original universe if given the chance. He would most likely become more open minded, and express his emotions more instead of suppressing everything. Much of his anti-is ideology is will be gone, and can self restraint himself in fighting matches against IS's.
