I think bringing the tech back to being close to Earth is possible. It's not like they are continuing 00 here. If it's really a new series, it definitely has to start from the ground.
And, militia battles would be either be beam spam, or bullet spam if its going for realism for me. Maybe some melee/CQC, but I wouldn't expect that much.
