I think the Mars project predates the Silver Chalice treaty though so they might have just had some mecha designs with them all the time. This might still be related to the Vagans though.

I still would trust this sidestory over Treasure Star though even if Treasure Star is starting to explain some stuff like how can Daiki's father build the AGE-1, even if it involves time travel and all.............

The Mars colonization does predate the treaty by 50 years.
