If you ask me, even if Kinzo and Genji will really be in RGD it would sound more like an Easter Egg than something to be taken seriously. It's like putting Keiichi on Rokkenjima by saying 'Hey, if he lives in Hinamizawa in 1983 he could very well take a trip to Rokkenjima in 1986!'
It's true that we still don't really know if the various settings of the Ryukishiverse are connected (mainly because of our beloved troll witches), but this sounds way forced. Thus, I still think it's a prank.
