I'm really surprised at some of the comments from people here. Surely it's not the most eventful PV ever released, but what little animation there was, it was well done.
As to who is in charge of this, I'm not certain that it isn't KyoAni. The character designs are certainly new, but Kyoto does get some new character designers every couple years, see Nichijou and Hyouka, for instance. And some shots do remind me of their style, in particular the close-up of Riki in the start.
But oh well, can't be certain until they actually announce it.
