The video was a MID-GAME assault, which in the old UFO Defense usually entailed throwing a complement of maybe 8-14 soldiers (nearly a full Skyranger) at a base and hope it sticks.

Yeah, I think the idea is that you would only assault a base with fully upgraded soldiers. Because numerical superiority isn't an option any more.
