Uh...are you sure you're not referring to Suzaku launching the FLEIJA in Turn 18? Because that girl lived in Japan and presumably still did in R2. Pendragon is practically on the other side of the world.
But yeah, never stated so go ahead and write whatever you want. And since when does fanfiction have to adhere to canon anyway?
