And yet she is referred as Instructor on duty in ATIC, not as Captain. I think
both Enforcer and Tactical Instructor are cases where position supersedes rank - just for Enforcers it supersedes rank in such variety of things that they don't use it normally. So Fate most likely IS captain, just being Enforcer is much more important.
