Madara somehow stole the First Hokage's Senju powers during their battle. That means he's just like the Sage o the Six Paths and can use Izanagi. Nagato was an Uzumaki (relative of Naruto one way or another, just depends on how distance) who Madara somehow granted Uchiha powers to, thereby making Nagato yet another Sage (only better because he had the eyes).

Tobi is delusional. he couldnt actually be the sage of 6 cuz he is missing the rinnegan. the izanagi (though slightly better than Danzou since he has uchiha blood) is only half cocked cuz he hasnt actually created anything. if the posters in this thread that believe the sage was an uzumaki are correct, it stands to reason that the next true sage will be an uzumaki, with senju/uchiha powers AND the rinnegan. i personally dont think this will happen though. considering there is an additional component to the sage's power that allow him to use a complete izanagi...he was the 10 tail jinchuuriki. naruto who is an uzumaki, a jinchuuriki and very likely a senju is next up to become a true sage of 6 paths (as noted by his new form) BUT instead of actually doing so will team up with sasuke(uchiha power) to defeat whatever form the ultimate villain will take...
(though i guess naruto COULD absorb/fuse with sasukes power alternatively)
