More like just generally unappreciated, at least in the West since Japan seems to love it.
From what I can tell not many people gave it much of a chance and I can still find people around the internet who clearly never saw more than a couple episodes at most claiming it's nothing more than a fanservice show about big boobs. Also very people people seemed to have had the patience to meet it's unusual style of dialogue halfway so the other claim is that it's confusing, poorly written and nonsensical. These people should obviously never be introduced to Finnegan's Wake.
