We have no idea how close luffy is to WB , so even if he wanted to strong pimp hand him he might not be able to reach. Of coruse luffy is going to say what ever he want .
He wants to be Pirate king you can't be pirate king being a bitch . Plus luffy not able to beat any of the big boys but the WG does see luffy as a threat .
