Regarding the legions, as mentioned, the official way to join a legion is to sign a contact with the king. How they handle recruitment is not mentioned, but Great Wall's Grand Grande(Green King) seems to allow anyone to join and does not interfere with his member's activities. Of course the King's personality and charisma would also affect who joins which Legion. Blue and Green seems to attract mostly guys and repels girls from joining("Smelly melee avatars").

Tell that to Manganese and Cobalt....
