What makes you think it's a drug? Remember, Touma is trying to run away, so he's not going to be easily led around. Also, Nanoha is trying to save Touma, too, and given his advanced stage of infection, every moment counts. She needs to knock him out and get him treatment ASAP.

But as we've seen, the battery in her Strike Cannon is limited, and I'd guess she'd have less power than Touma.
What you're suggesting isn't bad, but it assumes much more risk than other options.
