Yeah, but, as the other two said, what proportion of the voters have played the VN? If you go by the anime alone, she's a side-character whose sole purpose is to act as fodder for the Caster arc and dress up in a hot BDSM outfit....
Plus, even when you ask people who
have played the game, Sakura is
extremely under-appreciated as a character (although not quite to this extent). So, when you combine those two, the ridiculously low number of votes she has is unfortunately not surprising.
