All that can be done to counter EMP is to surround the item to be protected in a Faraday cage - a grounded conducting enclosure which draws the current away. Just grounding may help a bit; triple layers of grounded copper sheeting sounds pretty good to me.

The Luger P08 was a very powerful and highly accurate 9mm handgun. It was the standard pistol of the German Armed Forces until 1938 when it was replaced by the cheaper & easier to produce Walther P38. Because it was considered a better sidearm and was no longer standard issue, everybody wanted one, including American GIs.
Before the war, even the British Vickers-Armstrong Company produced the P08 with parts supplied from Germany. These versions were eventually shipped through the Netherlands for the Netherlands East Indies armies abroad, thus the "Holland" designation.
