Influenced by the movies
Blade Runner and
Streets of Fire, this series has some significance because, in 1991, it was one of few to be released in North America (where it was more popular than in Japan) unedited with original soundtrack and subtitles.
I can't find the reference, but I thought I had read somewhere that this is the first OVA (or one of them) that the seiyuu of the main characters did promotional live performances. Sample here:
