Dosen't he get his goods from a contact in (ss) plus Rukia giving Ichi her power was the high crime therefore the worst fate for punishment.
Also why put ichi in the pit in the first place then if he didn't want something to happen. He didn't try to correct the change if he didn't want it to happen.
