Haruhi is "God" for a certain definition of "God" (the definition that Koizumi's people use). What we DO know is that she is capable of rewriting reality in ways that appear limited only by her own mind and thoughts, and that apparently before she started using this power, the Espers had no awareness of having power of their own, and the other factions had seen nothing unusual about the space/time around Haruhi. It MAY be that Haruhi rewrote reality to create the Esper powers and to either create or draw the attention of the Information-based Aliens and the Time Travelers, or it may be that all of this was caused by some external event (one that may have been rewritten out of most characters' memories).
