As for power......how about the Atoms Controling
He/she can do something like:
- Control the hardness or softness of an object by increasing/reducing the dense of atom or control how atom are arranged in an object, make it very easy to break or almost impossible to break.
- Increase the atom density in the air around, turn them into invisible strong barrier

The guy would be a walking nuke with basically the power of an alchemist, complete control over objects in a way that not even Accelerator has;. Far too powerful.
That said limiting it to organic bonding, that being bonds between carbon/carbon and carbon/hydrogen would be powerful enough to warrant level 5 but not powerful enough to destroy the world like control over all atoms would be.
