Mostly correct but a few corrections need to be made.

Signature is too big
I see no problem with using the Report button for this. It makes my job easier since I can immediately see a post with the offending sig.

The following are interpretations, so it could be just the way you phased it that needs correcting.

Inappropriate images
There's a difference between "nudity" and "inappropriate images". In the Forum Rules we state:

Any content (e.g. images, text, video, etc.) that is of a pornographic, extremely violent, repulsive or disturbing nature, or otherwise unsuitable for minors, is expressly forbidden.
Nudity doesn't equal pornographic. Images of fully clothed people could still be pornographic.

What we do not allow are images of a "sexual nature", and that's subjective. So your examples are correct but just saying that "nudity is never allowed" isn't.

"Using images to insult another member" are called "retort images". It might be better to split this section into two since retort images can cover may subject and aren't normally sexual in nature (they are more along the lines of "stfu" images").

Huge images
Very true, just to add that "hiding" them in spoiler tags doesn't help since the entire image is still loaded to your PC even if you never open the spoiler tag.

Bumping/Necroposting
Unnecessary bumping is certainly correct but we don't have any issues with "Necroposting". In fact if anything we will merge posts no matter how old the previous thread was.

Again, this might just be down to interpretation of what's meant by "Necroposting" but if it's a valid point of discussion then we prefer a post to be added to an (old) existing thread than for a new thread to be created.

The following reasons could also be added.

Please do my homework for me: Requests for help in completing coursework, homework, assignments and the such like.

Intimate problems: Some sort of personal problem the poster wants others to solve for them. This isn't a "Dear Abbey" forum, it's an anime forum and just because we have a "General Chat" forum doesn't mean anything can be posted.(see Rule 2.2).

The last group needs some rewording as well.

People posting
This might cause some misunderstanding so maybe it should be renamed to Personal Objections.

i.e. you should not report a post just because you do not agree with the opinions expressed by the poster. There needs to be something wrong with the post (as the above examples show) and not because of personal differences or opinion in say the way an anime finished or it's meaning.

People who don’t rate another persons avatar or signature
Again I don't have a problem with this but then I rarely R.O.D a post in the example threads you gave. So maybe using the Report button is slightly excessive in this case.

A staff member
I don't see why you shouldn't report a post made by a staff member. If they are doing something wrong then report it. We are not allowed to break the rules any more than anyone else is.

A thread that you think is stupid but doesn’t break the rules
This should really be included in the Personal Objections section above. After all, if a thread or post is really, really dumb or stupid then reporting most likely would fall under the pointless threads rule.

But apart from that, you seemed to catch most reasons for the use of the Report button.
