"Kawanishi Kasai" is in this case would be the equivalent to "Catie Katie"--someone decided that rather than trying to determine which one was the correct "spelling", they would just write both of them down and ditch the rest of the name.
But yes, the kanji for Kasai and Kawanishi are exactly the same, so it's simply a case of alternate readings for the same surname.
