Who else could possibly had known the truth of infection around Mana? Shuichirou and Daath either they definitely knew or found out, and since Shuichirou was research partners at that time with Kurosu, then perhaps Kurosu was involved as well.

i went back and was rewatching episode 7 and during that ep there are hints that haruka could be responsible for Mana coming into contact with the virus stone. While she is having her meeting with that old guy, she says she bears half the responsibility for everything and he responds saying it was a tragic accident.
Its looking like haruka is gonna have to do some explaining in the 2nd half of the story
also thinking Gai did work for GHQ which would explain his skillz, knowledge of voids, and having inori. I am guessing once he learned of their true motive and the creation of inori he took her and formed his own group to save mana.
