Of course its allowed, many manga (especially seinen manga) has nudity in it.
But I haven't seen a shounen manga as explicit as this one (NSFW):

While the publisher of this manga mentions it as shounen(boy's) manga, but Amazon Japan and other sites will mention it as seinen(young men's) manga (as have they done with other manga that comes from Champion RED magazine).
