That would be the name-service system that helps drive the internet, not the internet itself. It's just the mapping of names (like 'animesuki.com') to the numbers that are the addresses of the servers with the content.
The internet is comprised of everything connected to it. I have a good thirty gigabytes of data on my webserver, which is physically located about seven feet from the chair in my office. I can guarantee you that it's not located on any big servers out in cyberspace.
