Sometimes I think we expect too much out of these kids....same goes for the girls of Madoka. When my friend complained about them not asking QB details, I said, "True but how suspicious were YOU when you were 14?"
As for Chieri's actions, I think it's her wanting to keep up 00's reputation more than anything else. I don't think she's trying to get personal gain out of it. She's not that type of girl.
