The way Funeral Parlor is treating him, you can't blame him for doubting the decisions he's making, and by taking the transmitter with him, it certainly adds to the story, otherwise it would be another 'good team vs bad team and eventually the good team wins' scenerio. By taking the transmitter, it open paths that we can only guess Shu will take.

It really is a great song. Just open up the latest episode every now and then to listen to that song again
.
It definitely leaves open some options and possibilities for where things could go. Every situation they run into now can leave you wondering if Shu will use it or not. If Gai goes too far in Shu's mind that could be it. Could also see Shu forgetting about it for some time long as everything goes well.
Can't imagine though that he'll never use it. Probably just a matter of time. Or could just have it eventually found on Shu (after he's forgotten it existed for a long time) which could create some conflict by itself. Even if it's not sending out a constant signal if he drops it or something it could be checked out.
