True, it wasn't explicitly stated. If then, would Keima really need Elsee then? As stated by Elsee, the New Demons aren't actually permitted to capture spirits on their own, but such restrictions hasn't been said for the human collaborators (the first chapter is rather vague about this). Hell, Keima should just take Elsee's kaketama sensor, hagoromo, and custody jar, and go solo.
