Nozomu is neither a normal Eternal nor is he a High Eternal. He's a High Naru-Eternal. In the fan disc, which takes place after either Narukana or Satsuki's route, it's explained further or possibly retconned (I think... Nerfing Nozumu, I guess?) that Nozomu along with Satsuki and Rehme are incomplete Naru Eternals. He really is super weak in the fan disc. He was having a hard time with an Eternal who had a rank 3 shinken as oppose to surpassing an existence that Yaga became, which was more or less a Naru Eternal with powers possibly close to a rank 1 or in fact of a rank 1.

I hate when that happens. The fan disc was done by Xuse without the main staff who created the Eternity Sword series since they had left to form the company Eternal by then, so, maybe that's why.

I wouldn't say they "nerfed" Nozomu in the fan disc. At that point two things kinda made Nozomu weak. First, he didn't wield Murakumono (sp?). Second, he was kinda fighting for his life against the Naru in his body. His body wasn't fully adapted to it, unlike Satsuki. His pain was a bit soften by Rehme and she got aided by chibi-Narukana.
