Leiblich had the power to keep people out of LeMU and they also had the power to keep people quite. In the world created by KID they were THAT powerful - end of story.
Now, you must know I've played this game about 3 years ago, I dont know every detail, but I vaguely remember You'haru' saying that rebuilding Lemu was part of the Third Eye project.
Oh, and TB virus WAS locked in LeMU - it was those few scientists that escaped, who carried out the TB and thus allowing it to spread. For the whole world it come out of nowhere and there was no connection to Leiblich, however if Leiblich would allow people near Lemu, it would become obvious where did TB come from. So Leiblich of course DID NOT ALLOWED THAT.
