I think it's exactly the "he didn't want to be there" part that irritates Nina. She wants to protect the city very much and if she had powers like that she'd be more than glad to use them. That's why she couldn't understand how someone so powerful like Layfon would refuse to use his abilities. But Layfon has his reasons too so can't really say who's at fault there, just a conflict of their beliefs.
