For one-to-one fight scenes, you can try imagining a normal duel. Have each side get their chances to strike.

It doesn't have to be made such that it's a turn-based fight scene since people can do follow-up strikes(combos) even during a fist fight.

Just ensure not one person gets too much chances to land hits since it will make the fight appear one-sided.

Same goes for one-to-many(or vice versa) fight scenes. Not one person should have too much chances to hit multiple enemies without getting hit him/herself. (E.g Person 1 punches Person 2, Person 3 kicks Person 1)
