@hinakatbklyn: As KholdStare stated, yes, Mikoto (along with Ayu, Mai, and Sayuri) now has to be nominated in order to have a chance to get into Prelims.
Reimu and company are ineligible for Prelims and beyond after our latest revision of the Constitution. Touhou characters may still appear in Exhibition, though.
I hope everyone has a merry Christmas; it's the final stretch for getting the site ready for ISML 2010, and we are nearly there.
