Unfortunatelly, FMA had been licensed recently. Yet what I'm trying to say is that fanservice can swing both ways in Anime. But it can be difficult to find what people look for when it comes to ecchi as the term ecchi can be a broad definition. Thus even I don't know if that above picture works for you, though generally considered as I've known that character to please a few fan-girls.
