well, I'm not sure if we got to see any organisation heads at all. Wong is just an agent for the Celestial Being, well Sumeragi is just head of the battle group, and we got a scientist died 200 years ago.
But then at least according to one of the Gundam pilots, it seems the Celestial Being's goal is to attract all hatred and fear towards them, so the world will be united to fight the Celestial Being?

well, in the first episode Setsuna is just against a test MS for show and some illegally stored MS, but they don't actively participate in conflicts, so I guess they got the mercy from Celestial Being. But once it's real war, the Celestial Being are completely merciless in stopping the armed conflicts.
