They never said anything about Fon being an Innovade or an enchanced human of any sort as far as I know.
Not exactly sure why abdandoned the F2. Guess he may have wanted CB to keep it since they can track him down if he does have it due to the signal the Drives Emit. It was through this signal that Fereshte and CB managed to reunite with each other again.
Of course if Fon did take Astraea F2's GN Drive, then CB would have been screwed as that GN Drive was 0 Gundam's Drive and they would not be able to activate 00 later when A-LAWS attacked them.

Not sure but I think they were just advertising about it since they're both upcoming kits.
The 1.5 Gundam will be in the next 00P special edition chapter I think.
