Okada's writing has always been uneven. Look at CANAAN and Fractale, not to mention any of her attempts at anime-original arcs on adaptations. While she can do some things
extraordinarily well (structuring of individual episodes, adaptation, and the emotional character moments. She's a fantastic episode writer on melodramatic material, and she's well versed in literature), plot and character development are usually superficial and awkwardly handled.
At any rate, Okada's in charge of the concept and outline for each episode, so she's ultimately responsible for the outcome as well. While work may be delegated, each sub-writer works according to her specifications (which include how characters are portrayed and developed).
