Didn't Aleister mention something pertinent about this too? I can't remember anymore what it was though. He was talking about a change of perspective or something along those lines ... a sort of something bad happens to him everyday VS he's still fine whatever happens to him-like reasoning.
Well, whatever it was, the fact Kamijou would be able to negate miracles such as your everyday luck factor (unless it's artificially induced) is what's weird because we all know IB can't harm natural and stable supernatural phenomenon.

Just to be sure, did the original text say 奇蹟 when Index said that?

Also, why is he unlucky? ... we already know the falling on a girl part is hereditary ... and we also know, there's many other things to him than IB.
