Considering Allelujah's past performance (such as against PMC Trust), I think we can rule that out. Instead, it's more likely that Kyrios was shooting the beam equivalent of blanks so that Hallalujah toy with Soma. Last episode, after all, Kyrios blew apart the transport ship in a burst.
However, the linear rifles use by the AEU and Union
do have the quality you mentioned; that is cannon. They can shoot slow and powerful (Patrick and Graham), or fast and weak (Ali).
