If it can be shown that he's had the 900t or whatever there since the early 1950s and nothing's ever happened, it's certainly plausible that no harm was intended. It's against the law to keep military-grade explosives (at least I assume so), but it's not against the law to be stupid. Foolish possession of dangerous munitions is not
prima facie evidence that the owner ever intended to detonate them, let alone to detonate them and hurt anyone.
