But for Tsuchimikado? He gained an ability as well, and though he is a magician I don't see why he's still Level 0, and why his ability is classified as such.

They have either don't have a significant level of power or a power that's yet undetermined, I think toma's power is being kept from mainstream knowledge of the city.
