#4 - ever since he and Yin ran away from the syndicate, a lot of factions and groups have been chasing after BK-201. Although for Section 3, I suppose we'll find out in a few weeks.
#7 - TBH, I found this very random and as laughable as the magical girl transformation sequence. You may not accept this answer, but who knows, maybe the staff were on crack or something. The sanest I can think of is it being a plot device.
#8 - The specifics of the gates were never really clearly explained. They just one day, appeared. Heaven's Gate is in South America which Bai sealed (perhaps to another plane of existence, iirc) and Hell's Gate is what you have in Tokyo. Things that are impossible become possible within the gate and vice versa.
