Cell: butt ugly edition. Apparently he's red, green, and black; has the face of his second form on his perfect form's body; and is as big as a Kaiju.

One of leakers I saw said its a souped-up second form? / messed-up process? which lead to kaiju size.
So expect it will return someday with Perfect Cell appearance if they wanted to make another Gohan stories. I bet Toriyama wanted to play it safe rather than immediately throwing another Perfect Cell, perhaps by gradually canon-ized movie villains up to point Perfect Cell Max is sensible to match Gohan like how Frieza got upgrade.
